Delhi
Chief Minister Sheila Dikshit today inaugurated an Integrated Security System at the Delhi Secretariat.
The system is based upon the benchmark of the successful Parliament House Security
Project. ESSI (Elkosta Security Systems India) Integrated Technologies Pvt. Ltd. has been entrusted with the responsibility to design and supply the turn key
installation of modern security system for Delhi Secretariat Building.
The Chief
Minister inspected the successful demonstration of the system in a Central Control Room which also became functional today. The Central Control Room has a total
of 21 monitors, four large plasma displays along with two camera controllers to keep a continuous vigil over happenings around the Secretariat.Speaking at the
function, where Chief Secretary Rakesh Mehta, Principal Secretary to Chief Minister P K Tripathi, Secretary (GAD) Rakesh Mohan and other Principal
Secretaries/Secretaries and high officials were present, Ms Dikshit said around 110 cameras have been installed. All cameras can be viewed and controlled from
Central Control Station and four other locations i.e. Wireless Control Room at 10th Level, Duty Offices Cabin, Office of the ACP and Office of Inspector. All
unauthorized entry from the rear side perimeter towards lake has been protected by non-lethal power fence.
A secure and
dedicated two-way communication system has been installed to allow the 16 communication Nodes located at various points in the Building to facilitate two-way
Communication with Control Room. She said the Central Control Room will have all the inputs from gadgets installed within the periphery of the Secretariat
Building and also enable the command and control to function effectively in the event of an emergency situation. In order to screen incoming material,
indigenously built X-Ray Baggage Scanners have been installed.
Apart from this, a series of pre-recorded messages and
alarms/voice announcements would be made to various locations individually or in group from Central Control Room. Ms Dikshit said special arrangements are being
made for entry of employees and other authorized persons. An Iris-based personnel access control system will allow hands-free secure access. Anti-terrorist
devices such as road blockers and hydraulic Bollards are being installed to avoid a dedicated forced entry to the Secretariat Building. A Mobile Trace exclusive
detector is being installed to detect very minute traces of explosive material. This will be used to sanitize important areas and have an intensive check in case
of need. Apart from this, a secure network with appropriate Giga Bit bandwidth is being implemented to ensure quick connectivity to various Nodes and local
Control Stations. A Vehicle Access Control System is also being installed to ensure that only authorized vehicles enter the Secretariat Building.
